November 2011

* Report on the 2nd Public and Private Joint Forum in Asian Region (16th JASIC Asia Government/Industry Meeting) -- Fourth Notice

The 2nd Public and Private Joint Forum in Asian Region, co-organized by Ministry of Transportation (MOT), Indonesia and JASIC under the auspices of Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan, was held in Jakarta, Indonesia for three days from 23 to 25 November 2011. It was attended by about 150 people representing the government/industry from a total of 14 economies, and active discussions were held.

This meeting was the first meeting in the Sixth Series (consisting of five meetings) with the theme “Promoting the International Whole Vehicle Type Approval (IWVTA) concept under the UN Regulation framework for realizing harmonization of regulations and establishing Mutual Recognition of Approvals (MRA) in the Asian region”. At the meeting, each economy reported its activities for harmonization of regulations, and the attendees discussed future establishment of vehicle certification system based on the 1958 Agreement in each economy. The future role of the Forum and the importance of reflecting Asia’s opinions in the IWVTA and the 1958 Agreement were acknowledged, and the wrap-up document agreed by the participating economies was presented. In addition, JASIC was requested by three economies to send experts to Expert Meetings (total of seven agendas) to be held in 2012. It was also confirmed that the next Government/Industry Meeting would be held in the Philippines.

As was already announced in August, the 2nd Public and Private Joint Forum in Asian Region (16th JASIC Asia Government/Industry Meeting), co-organized by Ministry of Transportation (MOT), Indonesia and JASIC under the auspices of Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan, will be held in Jakarta, Indonesia for three days from 23 to 25 November 2011.

Government and industry representatives from Asian economies will attend this meeting for an extensive discussion on the harmonization of international standards concerning vehicle safety and environment in Asia and the international agreement on vehicle standards.

This meeting will be the first meeting in the Sixth Series (consisting of five meetings) with the theme “Promoting the International Whole Vehicle Type Approval (IWVTA) concept under the UNECE framework for realizing harmonization of regulations and establishing Mutual Recognition of Approvals (MRA) in the Asian region”. While this meeting continues from the past G/I Meetings, the name of the meeting has been changed to indicate a higher-level forum with a view to holding further and deeper discussions, and this meeting will be held under the new name together with the old name.

Scheduled for this meeting are reporting of activities of each economy for harmonization of regulations, discussion on the future establishment of vehicle certification system based on the 1958 Agreement in ASEAN and each economy, and others.

* 29th JASIC Asia Expert Meeting Held in Malaysia
The 29th JASIC Asia Expert Meeting on the Protection of the Occupants in the Event of a Frontal Collision (UN/ECE R94) and the Protection of the Occupants in the Event of a Lateral Collision (UN/ECE R95), organized by the Malaysian Road Transport Department (JPJ), was held on October 6 and 7, 2011, in Malacca. The meeting was attended by 69 representatives or so in total from automobile-related agencies and companies such as JPJ, Malaysian Institute of Road Safety Research (MIROS), Standards and Industrial Research Institute of Malaysia (SIRIM), Malaysian Automotive Association (MAA), Mercedes-Benz, Proton, Ford, Astra Honda, Honda Malaysia, UMW Toyota, and Perodua.

JASIC sent experts on the subjects and gave presentations. The meeting helped the participants deepen their understanding of the subjects through presentations, Q & A sessions, and discussion.

The Expert Meeting on Protection of the Occupants in the Event of a Frontal Collision (UN/ECE R94) and Protection of the Occupants in the Event of a Lateral Collision (UN/ECE R95), organized by Road Transport Department (JPJ), will be held in Malacca, Malaysia on 6 and 7 October 2011.

JASIC is also scheduled to send experts on the themes who will give presentations at the meeting.

* 28th Asia Expert Meeting Held in Vietnam
The Expert Meeting on Headlamps (with an Asymmetrical Passing Beam) (UN/ECE R112), organized by the Vietnam Register (VR), was held on 25 August 2011, in Hanoi. The meeting was attended by about 70 representatives in total from VR; MOT-Environment and Technology Body; Faculty of Mechanism, University of Transport; School of Transportation Engineering; local corporations of foreign-owned automakers such as Toyota, Honda, Suzuki, Yamaha, GM, Ford, Mercedes Benz, Piaggio, etc.; local four-wheel and two-wheel manufacturers, Vietnam Stanley Electric, etc.

JASIC sent an expert on the subjects and gave a presentation. The meeting helped the participants deepen their understanding of the subjects through presentations, Q & A sessions, and discussion.

The year 2011 edition of Automobile Type Approval Handbook for Japanese Certification ("Blue Book") was published on July 29, 2011.

* 27th Asia Expert Meeting Held in Philippines
The Expert Meeting on Audible Warning Devices (UN/ECE R28) and Pneumatic Tyres (Moped, Motor Cycle) (UN/ECE R75), organized by the Department of Transport and Communications (DOTC) and Land Transportation Office (LTO), Philippines, was held on 22 July 2011, in Manila, Philippines. The meeting was attended by about 45 representatives of the government agencies, industry and related fields in Philippines, including DOTC, LTO, Department of Trade and Industry (DTI), Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), Motorcycle Development Program Participants Association (MDPPA), Chamber of Automotive Manufacturers of the Philippines (CAMPI), and Suzuki, Honda, Kawasaki, Yamaha, Toyota, Nissan, and Ford.

JASIC sent experts on the subjects and gave presentations. The meeting helped the participants deepen their understanding of the subjects through presentations, Q & A, and discussion.

The Expert Meeting on Electromagnetic Compatibility (R10), organized by China Automotive Technology & Research Center (CATARC), was held in Beijing, China, on 28 June 2011. The Meeting was attended by about 130 participants, including representatives of China Electronics Standardization Institute, Chongqing Automotive Inspection Institute, CAAM, BMW group, and Shanghai VW. JASIC sent experts on the theme and gave presentations. The participants deepened their understanding on discussed themes through the Q & A session, etc.

*25th Asia Expert Meeting Held in Thailand
The Expert Meeting on steering (R12 and R79), organized by Thailand's Department of Land Transport (DLT), was held in Bangkok, Thailand on 2 March 2011. The Meeting was attended by a total of 43 people from Thai Industrial Standards Institute, Thailand Automotive Institute, Society of Automotive Engineers Thailand, Thai Automotive Industry Association, and Thai Auto-Parts Manufacturers Association.

JASIC sent experts on each theme and gave presentations. The participants deepened their understanding on discussed themes through the Q & A session, etc.

March 2011

* Report on 15th JASIC Asia G/I Meeting
The 15th JASIC Asia Government/Industry Meeting, organized by JASIC with support from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), was held in Tokyo, Japan for two days on 19 and 20 January, 2011. It was attended by about 180 people from government and industry of fifteen countries, including Senior Vice-Minister Ikeguchi of the MLIT and Mr. Shiga, Chairman of the Japan Automobile Manufacturers Association, and active discussions were held.

This Meeting was the final (3rd) meeting of the 5th series, whose theme was “Developing infrastructure in each country to realize mutual recognition of Whole Vehicle Type Approvals under UNECE framework with the regulations annexed to the 1958 Agreement”. Representatives of the participating countries reported on their regulation-harmonization activities, and discussions were held towards establishment of vehicle certification system based on the UN’s 1958 Agreement in each country. After agreement by the participating countries, a wrap-up document was announced. In addition, JASIC was requested by six countries to send experts to Expert Meetings (total of eight agendas) to be held in 2011. The new theme of the 6th series as well as Indonesia’s intention to organize the next Government/Industry Meeting were also confirmed.
