In line with the series theme agreed upon
at the 9th G/I Meeting, "Accession to the 1958/1998 Agreements
and improved Asian presence in WP.29," the 10th Government-Industry
Meeting witnessed a wide variety of profound presentations
and opinions exchanged among the participants regarding the
following objectives:
(1)Making ratification of the 1958/1998 Agreements by the
countries/economies of Asia a reality and increasing the number
of ratifying parties;
(2)Increasing the number of countries/ economies participating
in WP.29 and communicating the current status of Asia; and
(3)Strengthening ties among Asian countries/ economies with
the aim of achieving a smooth transition to a new formation
of the Government/Industry Meetings.

With regard to the objective (1), which is
about joining the U.N. Agreements, it was announced that Malaysia
is moving ahead with the process of accession to the 1958/1998
Agreements and Thailand to the 1958 Agreement, and the good
news is that both countries are on the verge of accession.
India announced at 137th WP29 to accede to the 1998 Agreement
shortly, and to consider subsequently joining the 1958 Agreement.
Some countries/economies expressed their intentions to follow
suit and join the 1958 Agreement in 2007, and the participating
countries/economies shared the awareness that the time was
ripe to carry out talks between countries/ economies on the
specifics of mutual recognition of approval (MRA) in Asia
under the 1958 Agreement scheme.
The participants discussed agreed to start activities aimed
at establishing a vehicle type approval system and its mutual
recognition under the concept of "Basic Regulations".

With regard to the objective (2), namely,
participating in WP.29, Japan, China, Republic of Korea, and
India continue to be WP.29 participants, while in June of
this year Thailand announced at the WP.29 that it would join
the 1958 Agreement, and Indonesia participated for the first
time as an observer in November of this year.
In addition, responding the opinions of China and India expressed
regarding exhaust emission test cycle for motorcycle, WP29
started to take necessary actions.
As mentioned above, Asia's presence is becoming stronger and
taking root. Everyone shared the hope that Asia's presence
would continue to strengthen in the future and that ECE revisions
would reflect conditions in Asia.

As for the objective (3), namely, strengthening
ties among Asian countries/ economies, the experts meetings
have become firmly established with concrete actions like
the reports from Indonesia about the 2nd Experts Meeting held
under the theme of 1958 Agreement membership and from Thailand
about the 3rd Experts Meeting, where ECE brake regulations
were discussed.
What is more, it was decided that the following meetings of
experts would be held;

Malaysia,
concerning the safety issues (R14, 16, 17, 25, 44) in
Bangkok, Thailand,

in Hong Kong (TBC), |
In 2007 |

concerning the safety glazing (R43) in
Kuala Lumpur, Malaysia,
concerning the accession to the 1958 Agreement in Hanoi,
Vietnam,
concerning the noise (R41 and R51) in Jakarta, Indonesia.

At the 10th meeting, it was confirmed that these ongoing experts
meetings were strengthening the ties among Asian countries/
economies, and everyone became aware of the importance of
these meetings in building a framework for the new formation
of the Government/Industry Meeting.

A decision was taken to hold the next JASIC
Asia Government/Industry Meeting as follows.
