Information for the 9th JASIC Asia Government-Industry Meeting

Participants: Representatives of government offices in the transport, environment and vehicle regulation fields and members of the vehicle and parts manufacturing industries from 13 Asian economies (Brunei, China, Hong Kong, India, Republic of Korea, Malaysia, Philippines, Singapore, Thailand, Taiwan, Vietnam, Indonesia, Japan)
       
Objectives: As part of JASIC activities in Asia, JASIC Asia G-I meetings are held for the purpose of realizing mutual recognition of approvals within the framework of international standards through adoption of ECE regulations and through participation in WP29 by Asian countries. The meetings will be directed to the following items.
  1. Establishment and organization of regulation certification systems in each country, on the assumption that Asian countries will participate in WP29.
  2. More practical orientation to harmonization activities through discussions that include automobile-related industry representatives from each country.
  3. Establishment of systems of mutual cooperation through active exchange of information among Asian countries for the sake of stimulating activities at WP29 forums.
 
At JASIC Asia G-I meetings held thus far, information exchange has been realized as follows.

First Series (First three G-I meetings)
The first three G-I meetings were aimed at defining optimal vehicle regulations and certification systems for Asian nations with a view to international harmonization of regulations and mutual recognition of approvals. At the third meeting, the First Series was summarized in a joint statement on "Enhancement of Regulations and Certification Systems, Participation in WP29 and Accession to the 1958 and1998 Agreements."

Second Series (4th to 6th G-I meetings)
The 4th to 6th G-I meetings were focused on "Achievement and Expansion of Observer Participation in WP29." At the 6th meeting a joint statement was adopted on "Participation in WP29, Accession to the 1958 and 1998 Agreements and Confirmation of Orientations in Future G-I Meetings."

Third Series (7th to 9th G-I meetings)
Starting from the preceding 7th G-I meeting, discussion is continuing on the theme of "Realization of ECE Regulations Adoption and WP29 Participation" to confirm appropriate ways of advancing harmonization activities and establishing an effective certification system under the 1958 Agreement.

At the forthcoming 9th G-I meeting, which concludes the Third Series (as the 3rd meeting of the series), Mr. Gauvin, Vice-chairman of WP29, will be invited as a special guest to the discussion and the participating countries, having gained a greater understanding of the rules laid down in the 1958 Agreement, will identify the existing obstacles to their accession to the Agreement and will discuss ways of overcoming the obstacles.
