Wrap-up

 

  1. The 11th Government-Industry Meeting, which was held as the second of the 4th Series of Government-Industry Meetings and followed the first of the Series, in line with the series theme "Accession to the 1958/1998 Agreements and improved Asian presence in WP.29," witnessed a wide variety of important presentations and exchanges of opinions among the participants regarding the following objectives: (1) ratification of the 1958/1998 Agreements by the countries/territories of Asia and increasing the number of ratifying countries/territories; (2) increasing the number of countries/territories participating in WP.29 and communicating the enactment of agreements and rules that reflect the current status of Asia; and (3) strengthening ties among Asian countries/territories to ensure a smooth transition to the new Government-Industry Meetings.

  2. With regard to objective 1, thanks to the efforts made by the countries/territories, Malaysia has, following on from Japan, China and Korea, completed the process of accession to the 1958/1998 Agreements this year. Meanwhile, Thailand has acceded to the 1958 Agreement, and India to the 1998 Agreement. The building of infrastructure and systems for internationalizing automotive standards in the Asian region has thus made great progress.
    Furthermore, Singapore expressed that it is considering to accede to the 1958 Agreement in 2007 or 2008 and the Philippines expressed that it aims to accede to the 1958 Agreement in 2008.
    Discussions were made concerning approaches to mutual recognition among the countries/territories under ECE regulations, which is the objective of accession to the agreement(s), and to the establishment of full-fledged vehicle certification systems in the countries/territories. Through the discussions, it was agreed that the establishment of vehicle certification systems based on ECE regulations in general is a common benefit for the countries, and that the concept of mutual recognition systems of ACCSQ-APWG aims to achieve the same objectives.
    Detailed issues, specific problems to be solved for achieving the objectives, and procedures to be followed were also discussed.
    The Chairperson recommended that the member countries/territories of the agreement(s) should begin to make an action Plan for establishing vehicle certification systems, and to present the status of such activities at the next Government-Industry Meeting.

  3. With regard to objective 2, namely, increasing the number of countries/territories participating in WP.29 and communicating the current status of Asia, Japan, China, South Korea, and India continue to be WP.29 participants, and the frequency of participation of Thailand, Malaysia and Indonesia also increased steadily. Meanwhile, in June this year the Philippines participated for the first time as an observer. It was agreed that, in order to train experts in this field and communicate the current status of Asia, the countries/territories will continue to participate in WP.29, including GRs.
    Lao PDR and Myanmar which also participated in this Government-Industry Meeting,
    expressed the intention to examine participating in WP.29 in order to deepen their understanding of the 1958 Agreement hereafter.

  4. As for objective 3, namely, strengthening ties among Asian countries/territories to ensure a smooth transition to the new Government-Industry Meetings, three Asian Experts Meetings were held in 2006. In January the Philippines held the 4th Experts Meeting, in June Hong Kong held the 5th Experts Meeting, and in October Thailand held the 6th Experts Meeting, and personnel from the governments and private sectors of several neighboring countries/territories voluntarily participated in these experts meetings. Such efforts reflect the host countries/territories eagerness to hold the meetings, and show that Asian countries/territories are all aware of the significance of these experts meetings.

    The Asian countries/territories have agreed to cooperate by holding experts meetings and participating in them, to accelerate activities in the region. The following experts meetings are scheduled to be held based on the requests made by the countries/territories.
