REPORT OF THE SECOND ASIA EXPERT MEETING ON ACCESSION TO 1958 AGREEMENT
Jakarta, 15 July 2005

 

  1. The Second Asia Expert Meeting was held on 15 July 2005 in Jakarta, Indonesia, attended by 96 participants representing government agencies, universities, automotive industries, JASIC, and other private institutions.

  2. The meeting was officially opened by Director General of Land Communications-MOC, who also delivered keynote address. The other keynote address was delivered by Director General of Transportation Equipment Industry and Information Communication Technology.

  3. The meeting participants were briefed in detail by JASIC Executive Director about the outline and background of Global Harmonization, UN/ECE/WP29 organization and its activities, procedure to participate in WP 29, 1958 Agreement, 1997 Agreement, 1998 Agreement and how to reach the MRA (Mutual Recognition of Approval) under 1958 Agreement.

  4. By harmonizing the Technical Regulations and MRA under 1958 Agreement (Tested One, Accepted everywhere), some advantages will be gained by Administration (Government) such as efficient process of examination, Manufacturers such as efficient inventory management and Vehicle Users such as wider choice of imported vehicles.

  5. 1958 Agreement consist of 2 important elements, technical requirement (procedures for establishing uniform prescriptions regarding new motor vehicles and motor vehicle equipment) and MRA/Mutual Recognition of Approval (reciprocal acceptance of approvals issued under Regulations).

  6. There are several elements to be considered in the Accession to 1958 Agreement namely:
    a. Technical Regulation
      * ECE Regulations
      * Structure of regulations system
      * Reflection of domestic situation to ECE regulation
    b. Type Approval System
      * Existence of approval authority
      * Maintenance of certification document
      * Management system of regulation
      * Test Institution
    c. Deeper understanding of 1958 Agreement, and
    d. Socialization

  7. Reciprocal recognition under 1958 Agreement is only for vehicle systems, parts and equipments, not for the entire vehicle.

  8. Contracting party may not be necessary (voluntary) to have own test facility.

  9. Government of Indonesia will participate initially as an observer in WP 29 with a possibility to become a contracting party after consultation with all stakeholders.

  10. Currently, Indonesia has a Vehicle Type Approval System consist of several test method adopted from Japanese TRIAS for Safety items and refer to UN/ECE Regulations for Emission.

  11. To prepare the Accession to 1958 Agreement, an Automotive Product Working Group has been established. The WG consists of representatives from MOC, MOI, MOE, BSN (National Standardization Agency) and representatives from Industry.

  12. Prior to the accession to UN/ECE 1958 Agreement, it is necessary to consider utilization of MRA Schemes of APLAC/ILAC (Asia Pacific Laboratory Accreditation Cooperation/International Laboratory Accreditation Cooperation) for establishing a basis of mutual acceptance of test and inspection report.

  13. Although Indonesia is not a contracting party of 1958 Agreement, adoption of ECE regulations is taken place in several items of auto parts such as seatbelt and emission.
